Pixiv only lets you filter by one of your own tags at a time. This reads every artist tag on every bookmark, combines them, and shows you what's left.
Your collection is stored inside this extension on your own machine. Nothing is uploaded. The first sync walks your whole bookmark list and can take a few minutes; after that it only picks up what changed. You can also import a JSON export.
